The overall development of a country depends on ample of factors like, the country should be self sufficient in various factors like health care of people, education, safety and security of people. So somewhere government spends more money on education health system programs as they reckon and some other seem that it is better to spend money on their military and defence system rather than the education and health system, because they seem if government have strong defence military then they do not have any war problem and any other serious problems. Firstly, education plays a very vital role in the development of any country ,à which tells the right or wrong decision in our daily lives. Education alsoà requires equal attention because the present era is the era of technology fromà the birth of a baby to cremation, there is technology. the proper use ofà technological equipments and appliances require knowledge which can beà gained by educational ways. With the help of education, people go much better prepared to prevent disease and to use new health and safety services effectively. For instance, young people who have done or completed primary education are less than half as likely to contract HIV as those with little or no schooling. If mothers are educated then their children have more healthier children. So education is essential for overall development ofà personality of a person and it is pivotal for inculcating good moral andà ethical values in the individuals so that people and their respective country canà flourish and climb up the ladder of success. For example, investments in roads can improveaccess to health services, inflation targets can constrain health spending and civil service reform can create more opportunities or limits to hiring more health workers. Health is the physical, psychological, intellectual and spiritual well being of a person and not merely the absence of disease. Every country nowadays aims to provide best medical services to the people as technology has given birth to many diagnostic as well as treatment alternatives. As prevention is better than cure so a government should give priority to primary prevention than secondar y prevention because according to World Health Organization a medicine can not cure one problem rather creating more problems . Government should spend a more from of its budget on maintaining health of people. If people are healthy, then economy of country will increase drastically. Health can be flourished by proper sanitation amenities, clean drinking water, closed sewerage system and so on. Apart from it, healthà check up should be conducted in schools. Moreover nutritional programs like mid day meal programs should be implemented properly. Several surveys related to health should be conducted. So health education camps should be organised by government, so that people can acquire knowledge about various diseases and how to prevent such disorders. For instance, healthy students can take more advantages in the class, because they learn very quickly and always remain active in the class, but on the flip side, unhealthy students can not afford so much information and get new ski lls and similarly, companies or industries usually invest more in the market, if they have strong, healthier and educated workforces. So it means, if have a improved disease environment, it also support the development in almost every sector. So government also spend more money on health and physical fitness of people, because health is the prominent issue in the progress of developing countries. On the flip side, military, paramilitary and police play pivotal role in maintaining law and order in the society as well as for establishing peace. The government of a country spend huge sum of money for the advancement of this sector. Preparing the military for security of people is imperative but to use that military forces for attacking other countries is totally devastating. Whenever aà country attacks other country, then the military force of that should be strong enough to oppose the attacking military forces. In the present scenario, the adage tooth for tooth and nail for nail prevails. So every country usually spend huge amount of money on strengthening its military so that the opponents malicious actions can be deterred. Recently in Iraq the ISIS (Islamic State in Iraq) militant group spread violence and killed many innocent people because this group wants to make Iraq a Muslim country. So in order to crash the malicious connotations of such groups, the military force of a country should be powerful. In order to grab such violence the govt. of every country tries to strengthen the military forces. Moreover the military helps the citizens in case of natural disasters like flood, tsunami. But according to Stockholm International Peace Research Institute, the World military expenditure in 2012 is estimated to have reached $1.756 trillion. This is a 0.4 per cent decline in real terms than in 2011 ââ¬â the first fall since 1998. The total is still higher than in any year between the end of World War II and 2010. This corresponds to 2.5 per cent of world gross domestic product (GDP), or approximately $249 for each person in the world. Now a days, almost every country have a nuclear bomb, so if any country do not have a anti-nuclear defence mechanism, then it would be repeat, which was happened in Hiroshima and Nagasaki in Japan. That is why most of the countries spend lot of money on their military and some on new technology, because by using new tech nology, they seem that they can face any war of any country. So some countries still have so much expenditureà on their military services and on their new weapons to protect the country people rather than the other areas like health and education. In conclusion, it can be seen that Education enlightens each and every sphere of life, so government should provide free of cost education at least up to primary level. Apart from it, scholarships should be given to students to promote theà interest towards studies. Developed countries should give fee concession to the students. Also government should give proper attention towards military. Although there are many organizations like W.H.O, UNICEF, which work for maintaining universal brotherhood and peace, still the fear of attack by other countries prevail, due to which the government gives attention towards military development and to equip it with modern techniques like novel equipments, vehicles weapons and so on. The Frogs The frogs were singing again. I had heard them all night through the thin membrane of my tent. Their songs had died down with the rising sun, but now they picked up again with a fervor that sounded not unlike desperation to my teenage ears. I rested in the tent only a few moments before clearing the sleep from my eyes and springing out of my sleeping bag to greet the mourning. Dew droplets still covered everything, and the mourning seemed as magical as any other morning does to a young person of sixteen, camping in the woods. My brother had already awakened. He was sitting on a rock waiting for other people to wake up and smiling happily to see that it was me first and not one of the other kids from our group. They were all pretty boring, and we had no interest in their stories of adolescent rebellion. I slipped my feet into my hiking boots and looked at my watch. It was just after seven, and I knew that the two counselors who were with us wouldnââ¬â¢t wake up till at least eight. We had time to play before they did. ââ¬Å"The lake or the cliffs?â⬠I asked, gesturing to the singing frogs behind me and the rocky face that we had nestled our tent under the previous night. We had been hiking a long time the night before, at least twelve miles. We still had a long way to go too. The stretch that we were completing started just at the Connecticut border and wound its way down through the mountains of New York and into New Jersey before finally ending at the border in Pennsylvania, the most famous of East Coast trails. ââ¬Å"The cliffs!â⬠he said keeping his voice to a hushed shout as not to wake the others. There were adventures to be had, and it just wouldnââ¬â¢t fit to have anyone wake up and tell us to do something and spoil our excitement. He was just a bit shorter than me, but his frame was already starting to develop into something wider and heavier than mine. I, two years his senior, wouldnââ¬â¢t allow him to beat me in a sprint.

Amal Peiris Student number: U1031128 MGT5000 INTRODUCTION Qantas faced the crisis in 2011. However it has commenced in 1990 when it was deregulated the government through privatization. Culture of Qantas remained unchanged and it operated as a government organization. Since Qantas was a government owned organization its cost base was not competitive compared to other Airlines.Qantas responded with low-cost Jetstar and just like Virgin Airways, the latter also moved into international flight paths to provide an alternative to passengers. Since then Qantas set out on a modernization path whilst adapting to the global environment. However its cost base continued to climb. Three unions went on a strike and it resulted in 80,000 passengers being affected, more than 600 flights cancelled and seven aircraft g rounded. The impact has been felt at both domestically and internationally. On 29 November 2011, Qantas chief executive Alan Joyce made the decision to ground the airlineââ¬â¢s entire fleet.This action stranded 68,000 passengers around the world and locked out Qantas employees in response to the protracted industrial dispute. Since parties have failed to resolve the dispute within 21 days, went through a binding arbitration. As consequences to the Qantas crisis the main challenges are to rebuilding of trust, restoring good working relationships and rescuing Qantasââ¬â¢ reputation with its staff, customers, the government and other stakeholders. CRITICAL DISCUSSION ON THE POWER ISSUES EVIDENT FROM THE CASE Power could be define as, the ability to mobilize resources (human and machine) to get things done. * a resource, not an act. It is an ability, a capacity, a potential; and it does not have to be used. * something which is positive in terms of its output. * conception of powe r which sees it as the means whereby common objectives are achieved. * a resource which can be expanded and shared to the mutual benefit of all parties. Power over refers to the ability of one party to impose its will on another. Power is an essential managerial resource. It is demonstrated by the ability to get someone else to do what you want you to do.However, if power holders manipulate and impose such power on someone else to achieve individual objectives rather than common objective, a power issue is arose. Bases of Power Bases of Power refer to what power-holders control that allows them to manipulate the behavior of others. These are: Position power, including: ? Reward power ââ¬â power based on the distribution of rewards that others view as valuable. ? Coercive power ââ¬â power that is based on fear. ? Legitimate power and formal authority ââ¬â the power a person receives as a result of his or her position in the formal hierarchy of an organization, including p rocess and information power.Personal power including: ? Expert power ââ¬â influence wielded as a result of expertise, special skill, or knowledge. ? Referent power ââ¬â identification with a person who has desirable resources or personal traits, the power of being likable. As the CEO of Qantas, Alan Joyce possesses the legitimate power and formal authority. In the given case itââ¬â¢s evident that Alan Joyce has used his power base in several circumstances, those have been critically analyzed bellow; The fleet groundingCEO announced the immediateââ¬âand unprecedented grounding of all Australian domestic and international Qantas flights as a result of the proposed lock-out of the airline's staff in response to continued industrial action against the company. This resulted grounding of 108 planes at 22 airports, domestically and internationally. Further it was estimated to cost $20 million a day. This can been seen as a action taken by the CEO based on the his legitimat e power and formal authority, which resulted in addition to the revenue loss a loss of goodwill too.However, one can argue that he made this decision with the best interest of the Qantas and but not anything against the unions. In his words he said that ââ¬Å"All Iââ¬â¢m concerned about is Qantas. This was not anti-union, this was pro-Qantas â⬠¦ Iââ¬â¢ll make whatever tough decisions are needed in order to ensure the survival of this great companyâ⬠Actions to minimize cost As further explained in later part of this analysis, due to the deregulation of airline industry, management headed by Alan Joyce had to make following decisions to be competitive in terms of cost. Qantas decided to operate with low-cost Jetstar flights. Jetstar capacity is very limited too. * Qantas announced a restructure which will see 1,000 jobs slashed as part of a new emphasis on Asia; which would help the management to cut cost and be more competitive. However, before making these decisions management did not consult the parties who were going to be impacted. Based on the legitimate power and formal authority management used a top-down approach in terms of these changes. From the side of the employees, they could argue that this approach was not the right approach to change.From the other side one can argue that these decisions anyway had to be taken to the survival of Qantas, hence he had done these in good faith. CRITICAL DISCUSSION ON THE CONFLICT ISSUES EVIDENT FROM THE CASE AND HOW THE RESPECTIVE PARTIES HAVE DEALT WITH THE CONFLICT. The crisis which faced Qantas during 2011 is said to have commenced due to the following changes made by the management in Qantas; As a result of airline industry started going through a deregulation by the Australian government, by end of 1995, Qantas previously being a government owned organization became a public company which is listed in Australian Stock Exchange.However, as a result previously being a government owned organizat ion, Qantas existing cost base wasnââ¬â¢t competitive compared to other global airlines. Hence, management had to take following initiatives. * Qantas decided to operate with low-cost Jetstar flights. Jetstar capacity is very limited too. * Qantas announced a restructure which will see 1,000 jobs slashed as part of a new emphasis on Asia; which would help the management to cut cost and be more competitive. The only action Qantas pilots had been taking was inflight announcements about the industrial dispute, as well as the donning of red ties that carry the message â⬠Qantas flight, Qantas pilotsâ⬠| However, Fair Work Australia ââ¬Å"FWAâ⬠; industrial umpire managed to bring the disputing parties to the negotiation table. FWA gave 21 days to disputing parties to resolve the dispute. But, within this period parties failed to reach a solution. Hence, FWA brought the dispute between Qantas and three unions to a close through binding arbitration.On the other hand, Unions argued that Qantas has failed to display good faith in the negotiations and reaction from Alana Joyce was totally out of proportion to the issues. CRITICALLY DISCUSS THE LEADERSHIP STYLE OF QANTAS CEO, ALAN JOYCE AS EVIDENT FROM THE CASE AND THE CHANGE MANAGEMENT STRATEGIES THAT HE HAS USED IN DEALING WITH THE STRIK E. Leadership style Itââ¬â¢s evident from the research made on the ââ¬Å"Crisis leadershipâ⬠that leaders play a central role in crisis through sense making and the viable mental models. In this regard in depth knowledge on the crisis is very much crucial to a leader.In a crisis situation leadersââ¬â¢ actions are always depends on the leadership style of that particular leader. A leader always makes decisions to cope with the crisis and to change the context in which it occurs in line with his/her leadership style. However, these actions may not always steady and directed towards the given crisis situation. In the given Qantas case, when the industrial dispute occurred, Alan Joyce as the CEO of Qantas decided to grounding of all Australian domestic and international Qantas flights as a result of the proposed lock-out of the airline's staff.Further, he decided to reimburse accommodation costs for those left stranded by the fleet grounding, and refund those who were expect ed to fly with the airline. Afterward, he expressed his opinion on his actions saying that ââ¬Å"All Iââ¬â¢m concerned about is Qantas. This was not anti-union, this was pro-Qantas â⬠¦ Iââ¬â¢ll make whatever tough decisions are needed in order to ensure the survival of this great companyâ⬠Hence, in this situation one could argue that the leadership style of Qantas CEO is authoritarian or Autocratic where workers have low bargaining power.In late 1940s, based on the research made by the University of Michigan it was derived two basic forms of leadership behaviors; employee-centered and production-centered. In the employee-centered environment itââ¬â¢s expected that leaders are sensitive to the employeeââ¬â¢s feelings and emphasizes more on interpersonal relations. In the production-centered environment itââ¬â¢s expected that leaders are more concerned with spelling out the task requirements and emphasizes more on the technical aspects of the job.When conside ring the above decision and comment made by the CEO on the industrial dispute, itââ¬â¢s evident that CEO is authoritarian or Autocratic and relied more on the production-centered behavior. Change management strategies Typically, change initiatives are met by some resistance. In general, resistance is managed best if itââ¬â¢s recognized early in the change process. This mainly can be done through education, communication, participation and facilitation. In the given case itââ¬â¢s evident that management of Qantas had used Top-down approach to change.In this approach CEO believed that one-way communication backed by the formal authority of their position is enough to implement the change. However, itââ¬â¢s evident from the case that this approach is not effective. Victims argued that Qantas has failed to display good faith in the negotiations and this one-way communication of change process made number of issues in Qantas. E. g. The engineers, felt vulnerable for fear thei r work would be sent overseas. The pilots union wants to ensure Qantas flights are operated by pilots paid at Qantas rates, not the lower Jetstar rates.The Transport Workers Union, which represents baggage handlers and catering staff, wants to restrict work being sent outside Qantas. As a CEO, who plays major role in top management, Alan Joyce does not have a monopoly on expertise, information and inputs. In such situation, two-way communication would have given addition perspective to the change management process. Hence, in general it can be concluded that leadership style and change management strategies used by the Alan Joyce are ineffective. Due to l ack of communication Qantas failed to provide adequate notice of anticipated interruptions to normal operations. Also Qantas has failed to display good faith in the negotiations. Therefore it is important to implement proper policies for resolving conflicts. Dividend has not been paid to the shareholders company since early 2009 and according to CEO there wonââ¬â¢t be any growth in the short term.Companyââ¬â¢s cost base is not supportive for make profits and further adding to the pressure on Qantas is the severe competition from Virgin Australia in the domestic market. These decisions resulte d rate reductions and voluntary rate redundancies. However, affecting parties were not consulted before making these decisions. This could have been done by way of; * Using the power to mobilize resources to get things done efficiently and effectively. * Using the power and politics to achieve common goals of all parties. * Creating friendliness use of flattery, creation of goodwill, acting humble, and being friendly prior to making a decision. * Coalition ââ¬â getting the support of other people in the organization to back up the decision. Bargaining ââ¬â use of negotiation through the exchange of benefits or favours. * Assertiveness ââ¬â use of a direct and forceful approach such as demanding compliance with requests, repeati ng reminders, ordering individuals to do what is asked, and pointing out that rules require compliance. Conflict management Itââ¬â¢s evident from the case that the CEO was unable to manage the conflict situation properly. Three unions were not happy about the approach used by the management. As conflict in an organization can be dangerous, CEO could have given more attention to the conflicting issues.All conflicting situations cannot be considered to have negative impacts. There are two sides to a conflict. i. e. constructive side and destructive side. CEO could have identified constructive side of the conflict. It could have offered the management to identify otherwise neglected problems and opportunities. Further, it could have helped Qantas to become more innovative in the given issue. Hence, CEO could have understand the issue that causes the disagreement to be in a better position to manage the conflict and use the conflict to the organizationââ¬â¢s advantage.This could h ave been done by; * Listening carefully to unions to prevent misunderstanding. * Clearing the air with regular meetings that give unions a chance to discuss their grievances. * Offering as much information as possible about the changes to minimize confusion. * Developing conflict management strategies. Leadership CEOsââ¬â¢ actions against the industrial dispute brought number of conflicts on to the surface. This is mainly because unions were in the opinion that Qantas has failed to display good faith in the negotiations and CEO was totally out of proportion to the issue.However, leaders should play a central role in crisis through sense making and the viable mental models. In this regard CEO could have used an approach like case-based knowledge as it likely to equip a leader with the best basis for problem-solving under crisis conditions. Case-based knowledge appears most applicable in crisis leadership as case-based knowledge is known to be integral to planning and it provides i nformation that is relevant to generating viable responses to the crisis situation.Even though it is impossible to predict a crisis, as a leader CEO could have taken precautionary actions to prepare for such crisis. These may include; * Cataloguing potential crisis situations * Devising policies for their prevention * Formulating strategies and tactics for potential crisis * Identifying who will be most affected by the crisis * Devising effective communication channels to those affected to limit the damage the organizationââ¬â¢s reputation. Associated change management strategiesIn the given case itââ¬â¢s evident that management of Qantas had used Top-down approach to change. In this approach CEO believed that one-way communication backed by the formal authority of their position is enough to implement the change. However, itââ¬â¢s evident from the case that this approach is not effective. Instead CEO could have used an approach like shared power and planned change. To mini mize the likelihood of resistance one of the best approaches to change is, put strong emphasis on involving all parties affected by the change. Following steps could have been followed by the CEO. Education and communication ââ¬â educate the unions about the change before its implemented and help them to understand the logic of the change. * Participation and involvement ââ¬â Allowing unions to help design and implement the change and allowing them to contribute ideas and advice. * Facilitation and support ââ¬â Actively listen to the complaints and problems of the different categories of staff and providing training in the new ways, helping to overcome performance pressures. * Negotiation and argument ââ¬â Offering incentives to actual or potential resistors. Manipulation ââ¬â Using covert attempts to influence others. E. g. buying off leaders. * Explicit or implicit coercion ââ¬â At last resort, using force to get people to accept change. Organizational cult ure * Organizational culture should be change to in accordance with structure to achieve its common goals. * Build strategies in accordance with structure, culture, and HR policy. * Implement proper procedures for resolving industry disputes. * Start by changing peopleââ¬â¢s behavior. * Decide proper plan for voluntary redundancies. Intervene in the cultural communications; that is, those things that communicate culture, and try to get people to adopt the new beliefs and values. * Intervene in the hiring and socialization of members. Hire people who would ââ¬Ëfit inââ¬â¢ with the desired culture, and teach them the rules, norms and expectations of the organization. * Remove any ââ¬Ëdeviantsââ¬â¢ from the organization. Legalization or Decriminalization of Drugs
The legalization or decriminalization of drugs would be beneficial to society through various ways. The government would collect taxes on them which could help with various expenses such as education expenses. Through different pharmaceutical companies it can be controlled as well as ensure quality which helps drug users from receiving bad product. It could free up space in prison or jails and allow more room for concentration of other important crimes that are taking place in society. On the other hand, the legalization of drugs could as well harm society. It could be used more by individuals and cause individuals to become less alert to the important things in society. This could also cause harm to kids. So we have to understand that there are pros and cons to the legalization as well as it could be beneficial as well as cause harm in many of ways. When this comes into consideration, the pros and cons should be weighed before a final decision is made. Yes I do consider alcohol a drug. It can become addictive as well. It causes a high just same as drugs. It most importantly causes a change in individuals behavior when to much alcohol is consumed. Certain alcohol levels can become very dangerous at times. It can be more dangerous than illegal drugs. I do believe that some alcohols are safer than others. An individual must also know their limits of how much alcohol to consume. This is sometimes hard in many situations which sometimes lead to various addictions and crime. Sometimes it can even lead to death when one has received too much of the wrong alcohol. This is known as alcohol poisoning. Without prohibiting alcohol, I believe that there is already a great control on alcohol already taking place. You will not be able to get rid of it. The only thing that you can do is maintain certain laws and standards that are to be abided by to keep it under control. The drug trade will always exist. There will be drug users as well as drug dealers. TV shows and films in my opinion act out what is already present in real life situations. The only difference is one is physical seen in everyday life versus the other shown on television. I do not believe that all images on TV of drugs and alcohol be banned. Theses situations should be shown. Sometimes by watching these shows and watching some of the out comes can help one turn or change to a more positive path in life. On the other hand it can help those who were considering it, maybe to not participate or become users. Just like everything else, individuals will always try to blame there problems on something or someone, but we have to remember that everyone makes that choice to do right or wrong. Television shows a lot of what is already happening in the streets in homes. Instead of looking at it causing more harm than good, it should be looked at it as a guide to help turn from those ways. Yes I believe prostitution is a crime. If two individuals would like to endeavor in mutual sex, than they can do that with out prostituting. Some are, not in their right state of mind as well as know the difference between right and wrong. If a man or woman would like to sell sexual favors, that should be there right just as long as it is mutual and not in the public view. Two adults that are capable of making decisions about their life should be allowed to make them as long as it does not cause harm to them or anyone else. Prostitution on the streets is nothing that should be exploited because of the dangers and harm that could follow if things are done as planned or expected. Children are alert to all of their surroundings and what goes on in society. Sexual transmitted diseases as well as AIDS is floating on and being passed from one individual to another uncontrollably. Here again without prohibiting it, I believe there is a great control of sexual explicit materials on the internet. It is on television, in magazines, as well as viewed on tapes and cds. So it will be showed one way or another. No I would ever approve of the online sale of sexually explicit photos of children even if they are artificial images created by computer animation. Children are sensitive and are still coming into the knowledge of growing into young mature productive adults in society. They are not learning how to become another statistics in society of crime. This would not be a positive aspect that would be beneficial to them in life. This as well would not lead nor guide them in how to have respect for their bodies as well as others. We should also understand that because there are predators out their in the world we should not help them cause harm to children. I believe that both statements are accurate. Although sexually aggressive men are drawn to pornography; a man who is not so sexually aggressive would reach that stage eventually as he continue to watch as well as read more and more pornography. Men sexual drives are strong at times. There excitement levels are different in many ways. When a manfinds something or sees something that excites him, he continues to want that as well as wanting to reach more exciting levels. Through pornography they are also able to full fill such levels as fantasies. When men become aggressive their focus is usually one thing and that is to reach their peek. Sometimes this means by any means necessary. Now some men needs more than pornography. Pornography is only satisfying for a while. After this point they actually try to turn and create those fantasies with someone else. Some women are faced with the same issues. I believe that there are various views on this issue. I due believe that in various ways there are objective standards of morality. Others believe that there are not any objective standards. Many believe and argue that mostly those individuals that have a relationship as well as an involvement in Christianity are the ones who believe that there are objective standards. They believe that these objectives were written back in the days that God created the Ten Commandments.
